GuessTimeZoneByDomain needs force option

Bloglines returns most of the dates as GMT, which GuessTimeZoneByDomain? can't upgrade.

(In [1754]) GuessTimeZoneByDomain?: guess TZ if date is set UTC. Fixes #426
